WHEA-Logger Error constantly appears at power on and under hardware load, in rare cases there may be a BSOD.

WHEA-Logger Error constantly appears at power on and under hardware load (in rare cases there may be a BSOD). When this error started appearing - performance decreased, and in Photoshop, when working with gradient, artifacts in the form of black squares appear.
Spent a lot of time trying to determine what this could be related to, most likely a motherboard/AMD video adapter is involved. But I haven't found any solutions to the problem.
Can anyone help?
