To preface this, I have gone to ASUS support several times over and they have been unable to help me, I have done every single option bar reinstalling windows. I am a college student, so I unfortunately can't afford to send this in to be serviced if I have no idea if it's actually going to be fixed.
When I first got this laptop it was fine, however I quickly noticed that games will begin to stutter no matter what kind of graphics they have if I boot up the game I second time. While it does seem to get more frequent between the level of graphics, it's always there, as between Terraria and Warthunder I got the same stuttering effect.
I've also found that whenever I'm playing a game and try to tab out, my screen will 70% start tearing and destroying itself, making it impossible to navigate and use the second monitor I have. I have noticed that plugging in the monitor makes the screen tearing more frequent.
I've tried:
Restarting
Hard Restarting(Whatever holding down the power button for a while is called)
Updating NVIDIA Graphics Drivers to latest
Installing Recommended NVIDIA Graphics
Turning on VSYNC
Turning off Hardware Accelerated GPU Scheduling
Making a manual profile and cranking all the settings up that way
Turning off my USB adapters through device manager(Idk one guy on another forum said it worked :p)
I am at my last limbs and I just want to be able to relax and play games on the laptop I bought to play games and do schoolwork on.

I had this with a few games and turned off frame gen, it turned out older games just didn't support it. After that the games I had an issue with ran fine and the newer titles I switch it back on.
Not sure it helps your case but it might.

Is frame gen a per-game setting or a NVIDIA or hardware setting? I'm trying to find it but I'm having no luck online

HAGS is on, I only turned it off briefly to try and this this, and Screen Tearing happens for almost every game when I try to tab out. The stuttering is more varied, but every game has it to some degree.

Another thing I forgot to mention is that my FPS is very inconsistent, with it being 150-200 FPS and then dropping down to 40-50 roughly every 5 seconds depending, while it defnitely corrresponds to the stutter, warthunder's FPS counter never shows it going below 120 while games with more in-depth counters sometimes show that..

look the stats on this screenshot and try to apply this setting from MSI afterburner
We must see what happens when this drop happened what are your temperatures,watt usage, frequency, GPU CPU usage to see what happen

Sorry for the delay, I've been super busy the past few days, but here is a capture of some training in warthunder, it's worse in an actual match but I it would take a lot more time to get.
Let me know if I'm missing some capture stuff, or if you want it on other games too.

From what i see maybe Is hardware problem I thing the thermal paste must be changed and laptop must be send to service becouse your CPU and GPU dont work good from what i see your CPU is 80+C° and is utilized only around 20-30% another problem is that your CPU frequency drop to 2000mhz and you have drop to 700 mhz
From that what i see in this video i am 98% sure that you must send your laptop to service and must be repair
