It's been a week with this persistent issue. I have:
Clean install of Windows
Ran a diagnostic on RAM and GPU, shows no errors
Reset the clocking on GPU/CPU
Verified game data installs via Steam
Tried different game launchers to rule out Steams launcher
Graphics are slowly worsening
