Question about laptop ASUS ROG Scar 15 fps drops in games

That laptop maybe i will buy in future. But my question is. Reviewer said that there are fps drops in games due to TDP throttling something like that. Is this on this laptop or overall in laptops? I must just change TDP to resolve this?
And yes i know 3080ti mobile is weaker than desktop 3080 ti. Thanks
