Low FPS (30), GPU at 30-40% load

This is happening mostly in Revelation Online, but some in Black Desert Online.

Ill see 30fps, but GPU will be 40% max and CPU 50% max, temperatures normal.

Any idea what could be throttling FPS??

Could be the clock speed and per core performance of the cpu, as most MMORPG games are heavy on the first couple cores.

A few other reasons.

Graphics quality settings set too high

Not plugged in (mine goes 30fps max on battery alone)

In-game graphics setting limiting fps (some have this)

Graphics card settings limiting fps

Not running on discrete card ( though at 30fps I don't see this unless you have quality set at minimum)

Power settings limiting hardware running percentages

both the examples you gave are CPU bound on every rig I've played on. to check, lower the resolution and see if it still chokes... if it does, you're cpu bound!

If you see exactly 30 FPS and use a laptop, you may want to disable BatteryBoost just in case.
