GL504GS - GTX 1070 downclocks when 99% load

When I attempt to play games with an uncapped fps I see random FPS drops as per the video below:

Whenever the GTX 1070 hits a GPU load of 99%, the GPU downclocks to below the base clock. It goes anywhere between 900-1300MHz.

I've tried running without the battery connected and for some reason the 1070 works fine....albeit with a lower fps range.

I've tried multiple nvidia drivers and downgrading the BIOS to no avail.

So my guess is that there's something in the motherboard that's causing this issue to exist when it shouldn't.

The only workaround for this is to cap my fps to where it doesn't cause the GPU to go to 99%.

OR

Disconnect the battery and run uncapped with a lower fps range.

After doing more testing and investigating, I think the root cause is the Nahimic Service so I have it disabled and it seems to be working without issue now.
