My gpu fan was running on max even on idle and I finally got it fixed by installing rog gaming center 2.6.1.0 but more importantly by uninstalling MyAsus program. After uninstalling MyAsus and restarting the pc the fan noise went away! It seems to me that the problem was many different programs were trying to control the fan sensors and it malfunctioned as a result. Hope this helps other people as well.
