I bought the ROG Strix G16 about a year ago (13th Gen Intel Core i9-13980HX, 16g ddr5, RTX 4060), and it has been great. Recently though, I have been seeing some stuttering where my fps consistently bounces from 200 to 30 frames about every second. Some games seem fine, like Valorant, whereas others have a serious problem, like Minecraft or Fortnite. I have tried changing their respective graphics settings, but there is very minimal differences from the lowest and highest settings. My GPU temp seems fine, around 60C, and my drivers and BIOS are all fully updated. Apologies for if this gets posted often, most of the posts i have checked out have been outdated, or haven't worked.

Hello,
Could be a few things but usually if the CPU runs at 95 DegC+ on a few cores it will start to stutter.
Have you checked the CPU temperatures yet?
Hardware monitor will help with this: https://www.cpuid.com/softwares/hwmonitor.html
Just make sure you press on the + sign to expand all the sensor readings, check whilst playing games with a side by side view so that the game is running and not minimised for a more accurate reading. Assuming this is running to hot on the CPU it may need the thermal paste changed or you could be ok with some adjustments to the CPU boost ratio. Over time Liquid metal will move off the CPU so servicing is required in order to improve the thermal efficiency of the cooler.
