Fan Speed always on Max full speed

I'm almost losing my mind, please help.

My ROG strix g17 laptop just has both fans running at full speed every time. i have tried everything!!! Reconnecting the wires, cleaning the fans (found a lot of hair though), armoury crate controls, my asus uwp checkup is able to check the fan and even drop the speed during its check but after that its back to full speed as usual . i need help, what can i do. i am not under warranty and i dont live in a country where ASUS cares about their products, so there's no repair center here.

What is your ambient room temperature?

 I came across a video with some things to try, some we tried, some we didn't.

Is there anything in the video that helps lower fan speed?

Thank you for your effort so far, but the video above try to approach the issue using windows settings, sadly this is an issue I still face even if windows is not booted or the boot drive is removed.

My strong convictions were either BIOS update or fan hardware issue. But the BIOS update did not work and I'm yet to receive a new fan

 

Update: bought new fans, installed them. No change
