Got this laptop last June 15 and I noticed that when using Ultimate in GPU mode in the Armoury Crate, games are stuttering really hard to the point that it's unplayable. They're also have lower FPS when the stuttering isn't happening. One of the things I noticed it that the GPU usage fluctuates between 50-99%.
The stuttering disappears once I use Standar in GPU mode which allows me to enable advanced optimus in the nvidia control panel, but that mode is busted too because I can't control the brightness level, the screen's brightness overly bright and it hurst my eye, and my display settings are detecting 2 monitors. So I'm avoiding that mode for now too.
Games which I've obeserved the stuttering:
I've yet to test other GPU intensive games, but so far the stuttering isn't present in games like DoTA2, Valorant or other non GPU intensive titles. I've tried using the recommended Nvidia drivers from the device's support page and clean installed my GPU drivers using DDU. I also tried fresh reinstalling windows but still nothing. I don't wanna update my BIOS though cause there seems to be an issue with ASUS laptops in updating the BIOS.

Correction: They have lower FPS when the stuttering IS happening, so not only the stuttering makes the game unplayable, performance is also poor

You may want to look at Windows. Settings>System>Display>Graphics and then Change Default Graphic settings.
There is a setting there called "Variable Refresh Rate" when its on it allows windows to control refresh and frame rates - microsoft thinks 30-40 fps is good enough......

Please someone fix it, i have the same issue stutters and gpu usage goes between 99 and 50 but it's not a cpu bottleneck, i have the scar 16 4080, when on ultimate mode or you enable nvidia gpu only on nvidia control panel whole pc stutters not only games, but only significantly noticable on games. You can test that by doing a browser ufo test. Guess we have to wait until the bug is fixed? I did some troubleshoot and it's not related to any system services like asus or any other system services. Also happens on asus website nvidia drivers. I'm using the latest bios.

Didn't have that issue on mine, swapping from Optimus to advanced via control panel
Only time I had stuttering was when my power profile was set to silent
New issue for me though is my laptop literally just died today.
Loaded up a new game was adjusting graphics settings , it went pop and powered off. Gonna assume GPU or power MOSFET went.

Depends on the games you play, harder to notice on most games. Try going to ufo test with dgpu mode and see if you can get 240fps stable. Then try with optimus/igpu mode. Also you still shouldn’t get stutters on silent mode since it only limits the power input.

I just used ddu to install drivers again and stuttering from advanced optimus is gone like you said, dgpu only/ultimate mode still stutterrs tho and it's pretty much a bad experience.

hello, i know this has beem 3 weeks. yesterday i downloaded cp2077. also i got stuttering issue.
found some fix in other group.
i will just copy and paste here.
1. Head over to your NVidia control panel (I reckon, people with AMD systems have to find similar settings in catalyst control centre) -> manage 3D settings - > program settings -> Cyberpunk 2077. There, toggle Vertical Sync to "Fast" and Max Frame Rate to 75. Then apply. 2. Go to the game directory, find "Cyberpunk2077.exe" (it's in Cyberpunk 2077\\bin\\x64). Properties -> Compatibility -> toggle "Disable fullscreen optimizations". 3. Launch the game, disable V sync there, turn off FPS limiter, and set it to fullscreen. Note: if that doesn't work for you, try resetting all settings in the control panel, then re-do the first step.

also put the settings to ultra and not in ray tracing. you can do ray tracing but only until medium ray tracing

The issue is with ultimate gpu mode. Causes stuttering in all games/apps, not just cp2077. Thanks for trying tho!
