This is either a problem or a norm when the laptop is running on mains power, somewhere in the middle, or the squeak or crackle is not very loud but audible, and from the battery it is quiet.

Probably we are talking about an “inductor”, in my laptop it’s the other way around: the battery makes this unpleasant sound louder (for 2 years now), in Linux this sound from both the battery and the power supply is loud. In Windows, provided that the chipset drivers are installed correctly, especially Intel Dynamic, the sound is practically inaudible, provided that it is running from a power outlet.
when you start the ThrottleStop TS benchmark, this sound disappears completely, but only for the duration of the test (apparently the sound is related to the processor frequency)
