try deleting that registry key. It's what holds the arranement of your desktop. its probably corrupt or something like that and won't save your arrangement properly. If that doesn't work you could try the following
create a new user profile in windows and logon to it then open regedit and export the [HKEY_CURRENT_USER\Software\Classes\clsid\], keep this to have as backup on the new user, now go back to your corrupt user and export the same key grab the exported reg file from your corrupt account and run it on your fresh profile, logout / login if your fresh profile now have the same problem you can assume some key in there is the cause.
