Yes, A pixel that stays bright red, green or blue on a dark screen is usually called stuck
A bus station is where a bus stops. A train station is where a train stops. On my desk, I have a work station…

It is a bright pixel. Stuck pixel. Bad pixel. One or more of the RGB components is always locked "on" at a fixed intensity.

You can try gently pressing/rubbing the screen. Sometimes this does nothing. Sometimes it "fixes" bad pixels, at least for a while. Sometimes, less often, it makes them worse. Many suggested "fixes" for bad pixels exist, but choose carefully.

Yes, it is a stuck pixel. Try using stuck pixel tools to try and fix it. Usually it works, but it isn't guaranteed.
