Blue text with HDR enabled in Windows 10 on PG42UQ

Is anyone else noticing that black text appears blue when HDR is enabled in windows?  Chrome will show it correct until you start scrolling then all text looks blue.  Excel, Word, even settings text in Windows is solid blue?
