Wifi speed being throttled?

So I've been trying to download a game through steam for way longer than I normally would have to and I am experiencing massively slow internet compared to normal. It could be the people renting the upstairs suite but I don't think so. Normally I could download a game and stream 1080p video to pass the time now I can barely do either.


Speedtest still shows at least 10mb/s download speed, I usually am getting less than 1 mb/s through steam, however I noticed something, whenever I open teamviewer (remote desktop) to my other computer I get a massive speed boost back up to and above 1 mb/s usually lasting some time, and the download speed is improved as well.

It feels as though the computer is somehow throttling my wireless speed and it's extremely annoying, I haven't had this happen before. I'm going to try downloading on my desktop which has a cable connection and just copy the game files over since it's too ****ty to play the game I want.

And my wireless card is set to max performance though windows, not sure about intel's software.

Well seems it was avast's web shield. I had to turn it off completely, it even caused a BSOD relating to the network card.
