When idle, do cpu or gpu fans spin at all

Stupid question I know, but someone is arguing that when the computer is on but idle, the gpu fan nor the cpu fan are on at all. And they only turn on when a certain temperature is reached. While this may be true with the gpu, as with optimus its not even being used, but the cpu im fairly certain with a 4700m i7 even idle, the fans need to be spinning.

I have 311.93, and its working pretty nice, i had 2 updates from nvidia 337.88 and now 340.52, but didnt upgrade, if aint broke dont fix it :D. besides i play 2 games really, TF2 and Warface both on steam, and they work on Ultra easily. anyway i didnt buy it to play games, but for video editing, i dont have time to start working again, so im palying 😄
