Try identifying what executable is handling the back light behavior, then remove / disable it from start up and then create a scheduled task triggered to launch at startup.

There is a chance the app won't like running outside of user space.
It is likely already one of the 'ATK Package *' entries already in the MMC so you would only need to edit the trigger (export first in case you want to restore back by defaults)
Attached is the create / edit trigger screen you will clearly see 'At startup', it gets pretty advanced as well with custom triggers, but that is outside of your needs.
