rebooting a w7: go to your desktop, press alt+f4 key combo and select restart from the shutdown menu.

ah ok got it:
1. make sure you back up all the important data;
2. on boot press f9 key to do the factory reset.
note that this is known to work for the machine that comes with w7 home premium (i'm not sure if it worked for stock w8). you should also read this (starts from step 13).
