Power issue with windows 10, need to restart for nvidia to recognize it is plugged in

I have tried to narrow down the source of the problem, but just can not wrap my head around the problem. I have done a clean install of windows 10, all drivers have been installed "latest versions" yet this issue remains. When I'm gaming on battery, and I plug in the power brick, the game,nvidia does not recognize it is plugged in and stays at battery level FPS. From time to time, I can start steam, and start a game, and it is running at battery level FPS, until I restart the system with the power brick still plugged in then it recognizes it and plays like it should. Basically If I want to play at full speed, I need to plug in my power brick and restart my system.

Anyone else have this issue, or know what could be causing it?

That's not a real fix but you can disable the BatteryBoost option in Geforce Experience.
