Temps during idle. Should my GPU fan be blowing warm air during idle?

my temps are 40 degrees and 30 degrees, cpu and gpu respectively. Not sure if your temps are high or not. On load, my cpu reaches around 50 to 60 degrees and gpu to max 70 degrees. and thats on overclock.

My temps for just normal everyday stuff find CPU around 35C and GPU 38C. When OC the GPU to +135/+1000, CPU 45C and GPU 73C. This was running CS4 and Kombuster for 15 minutes. Just some data...YMMV.
