I was just wondering if there is anyone who could assist me in doing a clean install on my laptop. I'm not that bad with computers but I don't wanna screw anything up. If there is anyone i'd be greatly appreciative.

I havent started anything yet tbh i have my windows 7 disc ready to go for the format but i don't know the driver list and versions

Save all your personal or important files to the secondary drive or any other storage. (You have two disk drives, right?)

Download and save in your secondary drive or in a USB the following:

Intel Chipset INF Update Utility 9.3.0.1019
nVidia Driver (I recommend the 285.62 WHQL version)
Touch Pad (check unit if it's Sentelic or Synaptics)
Realtek HD Audio ALC269 Drivers R2.67 Official
WiFi (check unit if it's Atheros or Intel or others)
Realtek USB 2.0 Card Reader
Fresco Logic 3.0 USB
ATK Package 1.0.0014

i guess i can tell you why i am doing a clean install i've been trying to play Diablo 3 and some other games and have been experiencing extremely low frame rates. after doing some research into my problem i'm starting to think maybe my computer is suffering from the CPU throttling issue. is there any for sure way to check and see if this is what is going on and is there any way to fix it. i tried to install the throttlestop program but i'm gonna be honest i have no idea how to use that program

To see if your system is throttling, run a gpu benchmark like furmark and a cpu benchmark tool (e.g prime95). You could run both in window mode while looking at the speed of your cpu. If it goes to 798mhz while both benchmarks are running, then it's throttling.
Then you can do the exact same thing again, but this time also running throttlestop. (quote from other thread: "you do not have to mess with any settings, simply extract and run the exe for it to work"). Now your processor should run at full speed.

No. All you need is a scenario which uses cpu and gpu at the same time and then some monitoring program that shows the cpu load.
From here http://www.hwinfo.com/download64.html you can download hwinfo which is a good monitoring tool. Download the portable zip, run the hwinfo64.exe and select "sensors only" when it starts. Now you see your current cpu speed (and a bunch of other info too)
Then download and install furmark, http://www.softpedia.com/get/System/Benchmarks/FurMark.shtml.
Also download prime95 http://download.cnet.com/Prime95/3000-2053_4-192895.html (i think you don't even have to install that one)
Just hit start on both prime95 and furmark (you dont need to change any settings) and look at the cpu speed in hwinfo.
No need to run it for very long, all this should not take more than a few minutes.

i've noticed on HWINFO64 already that my cpu cores are bouncing around from 2594 to 798 constantly
