This only happens in league and not other games.
*Update: Wire(ethernet) connections still causes spikes in game, when spikes occur, the connection seems to be limited and shows identifying before connecting to the ethernet again.
Wireless : Wireless works fine, but there will be ping spikes randomly throughout the game.

I guess it's just normal lag in your vicinity. Try modify your TCP outlets from pairs to single packages, it'll close to half your latency for all online gaming on that particular machine. You can do it via the registry manually or use a program hmscott has provided.
I myself just use this.

Download, unzip, open, install.
1,2,3,4 quick and simple, go game more.
You can uninstall the mod any time you wish, too. I myself wouldn't be caught dead without it though. 70-90% latency reduction is great.

Humm, there's another version (3), the latter uses python and I believe it's all open so you can check it. I linked the previous which is 2. It does the same thing, but you need to reboot the system or turn off and back on your wireless. I use 2 since it's smaller, and doesn't seem to uninstall itself as often.
It most likely changes things in here:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\Tcpip\Parameters\Interfaces
And other locations to fetch your local IP and so on.
I usually keep this program to myself, because it's what gives me the edge over others. >;p Shh shh don't tell anyone.
Also just if you were curious, version 3 lets you use it without having to have .Net Framework
