CPU stuck on Turbo Boost!!!

Today I noticed that my CPU was heating up while idling, I check my clock rate and it's stuck on 3.1 GHz. I have the Asus G55vw. Intel i7 3610QM. I updated the BIOS to the latest version and noticed that I cannot disable the Turbo boost (since there is no CPU Power options).

After each boot up, the clock rate of the CPU jump from 1.7 GHz to 3.1 GHz and gets stuck there until shutdown. It won't throttle down. I tried using the Windows Power option/ Power 4 Gear option. It managed to reset the clock rate to 1.7 GHz, but it gets stuck on turbo boost when I open a CPU demanding program or run any games.

Anyone encountered this before with a solution? I remembered when my CPU is able to throttle up and down according to CPU demand.

TurboBoost runs whenever there is an application requesting CPU resources, especially single-threaded ones. I would check to see if there are any applications running in the background, such as virus scanners or similar applications. Also, you could try uninstalling and reinstalling the Power 4 Gear application.
