Many content providers ship "regionless" DVD's to prevent their customers from having playback problems. On the opposite end of the spectrum is the provider of the "Avatar" DVD, whose Digital Rights Management prevents legally purchased copies from playing on many Blu-Ray systems. You can see the furor this generated if you search "Avatar Digital Rights Management" in your browser.
You may be dealing with a similar DRM issue with your specific Blu-Ray DVD. Check online for any reports.
