Sometimes the Explorer is opening for 20 seconds from the taskbar.
After Installing Windows 8.1 it was so slow. (Gaming performance was slow : 25-15 FPS in Hitman Absolution). I'm used ASUS Recovery Partition to go back to the Windows 8.0. The gaming problem fixed but, the taskbar problem is annoying 😞
I haven't seen this problem myself, or even heard of it... especially since it is persistent after a recovery restore. It almost sounds like a hardware problem.
I would focus on making sure you are getting full performance. Uninstall Power4Gear and use the Windows Balanced Power plan. Then see how things perform.
Watch your battery indicator on the system tray and make sure it is charging / providing power - that it isn't dropping into battery mode at times - there have been people that have had bad Power adapters and found they were going in and out of battery mode - which will slow things down a lot - especially if you have Power4Gear running - and again even more so if you don't have the latest BIOS installed with the CPU throttling disabled.
Even so, I never saw such lag - 20-30 seconds delay when starting app's - even on battery with the old BIOS limiting the CPU to 700mhz.
Maybe your drive is experiencing correctable errors? You could look at the S.M.A.R.T. data for the drive with CrystalDiskMarkInfo to see if you have any S.M.A.R.T. errors showing.
http://crystalmark.info/?lang=enYou might have some combination of disk optimization or anti-virus / anti-spyware utilities loaded - if you have more than one they can be stepping on each other trying to analyze a binary that you are trying to start - causing a big delay before it actually runs.
I uninstalled the McAfee license and installed Norton Internet Security, and I never notice it get in the way. I also have passive SpywareBlaster and Spybot protection - as well as active Spybot protection - but no additional anti-virus.
Please try a few things above and let us know what you found.
