With Antivirus software, more is not better (see http://forum.avast.com/index.php?topic=97603.0). Their drivers will conflict, causing problems like lagging, system lockups, and BSOD's. Y'got McAfee, AVG, and Trend Micro on there too?
Choose which one you wish to keep and uninstall the other from Windows Safe Mode. Then reboot and attempt to reproduce your issue. In fact, it'd be a good test to uninstall them both from Safe Mode, reboot, and attempt to reproduce the issue.

It looks like you're not the only one getting poor performance on that game. See http://forums.ubi.com/showthread.php/727583-Assassin-s-Creed-III-fps-drop-in-Boston/page42?.

If I were in your situation, I'd probably try a utility like IObit Advanced Uninstaller or Revo Uninstaller to search for and remove uninstalled remnants of all the Antivirus software you previously installed on your laptop.
I would also attempt to uninstall the problem games with one of the Uninstaller utilities, then reinstall them to see if it eliminates the lagging behavior.
Uninstalled remnants have also caused problems with the NVIDIA drivers. If you are not performing a 'clean' NVIDIA install, I recommend giving it a try. You could also try using Driver Sweeper in Windows Safe Mode to remove any NVIDIA driver remnants.
I do recall a thread where the user reported certain games just wouldn't run right under Windows 8, but ran without issues under Windows 7. You might try configuring the problem games to run in Windows Compatibility Mode, though I recall it failed to help that user in the other thread.
