sounds to me like windows related issues.
I had it when I installed windows 10 RTM and AFAI remember, since the anniversary update things got better.
i'm not sure you got win10 installed, but try to see if getting the latest windows updates for your current OS solves this.
( make note that some windows update will try and rape your computer to update to windows 10... so be sure to search them and uninstall them if you don't like that idea or better don't install them in advance ).
