for the x299 strix gaming e motherboard seriously might be something wrong with BIOS 4001 fresh install of Windows 11 no longer install in UEFI mode but after installation Windows completes is in UEFI mode maybe it is supposed to be that way of new security just did not happen in any other Bios?

@EaglePC Easy way to fun with BIOS 4001 hope it help your rig running smooth.
After enter default BIOS then hit F7 to enter Advance Mode.
Hit F5 Load Optimized Default then changing overclock method like above.
Make sure your rigs setting TPM 2.0 mode correctly " PTT " to working with " PTP Aware OS "
like Windows 11 24H2 or Windows Server 2025.
Do not forget to disable " CSM Module " like above.
Setting 4G Above Decode Enable for RTX 4000 Series to archive best environment for your RTX 4090.
You'll gain 32GB side band memory as frame buffer.
After all hit F10 Save Setting and Exit to enjoy.
