Startup issue with my X670E-F board, keep coming up in BIOS recovery

Hello, 

Recently been putting new rig together and at this time having BIOS recovery issue with the X670E-F board, 

Following the https://www.asus.com/support/FAQ/1012219/#2 recovery directions had retreived the latest BIOS file from the https://rog.asus.com/motherboards/rog-strix/rog-strix-x670e-f-gaming-wifi-model/helpdesk_bios/

reformatted a USB to FAT32 put the download BIOS on it > extracted it > used the BIOSRENAME app, then move the CAP file to the Root directory

When trying to use this in the BIOS label USB slot on the back panel the computer goes into a restart loop and doesn't stop until I power it down...

At this point need Help not sure what issue happening here or what to do next

The AMD Ryzen 7 7700 cpu is supported with all bios versions.

With your pc powered down, press and hold the clear cmos button for 3 seconds.

Try booting up.

If it doesn't boot, try using bios flashback again.

It's important to know if the bios update is successful.

It sounds like your pc is booted up when trying to use bios flashback.

Power down your pc and let the psu switch on.

Now try using bios flashback.

Insert the usb flash drive into the usb port marked BIOS. Press and hold the Bios Flashback button until it starts blinking then release.

The blinking should get faster as the update goes and then stop when the bios flash is completed. It should take about a minute and a half to complete the bios update.

How does it go after trying this, is the bios update successful?

so of bios message thats not coming up any more... it not given any visuals now... 
Board has a CPU red light solidly on > I' know the chip is placed right no obstructions and compatible with board > the processor is AMD Ryzen 7 7700 - Ryzen 7 7000 Series 8-Core Socket AM5 65W AMD Radeon Graphics Processor - 100-100000592BOX
This computer build starting drive me to wits end...
