Very easy only use BIOS 1002 on your rig. Turbo boost 3.0 max could not run properly with BIOS 1002 it same as disable TB 3.0 app.*
W11 25H2 27788.1000 Core i9 7980XE 02007206 MCE ME 11.12.97.2614 R6E Modified BIOS 4201 SAMSUNG OG9 FW 1020.0 SSD 970 EVO PLUS 1 TB x 3 NVIDIA RTX 4090 GAME READY 572.24 64GB GSKILL DDR4 3200MHz JBL 9.1 Sound Bar DTS-X

I don't want to disable it but stop the window from popping up whenever I boot my PC. There's doesn't seem to be a "start minimised" option.

There doesn't seem to be a way to boot and have turbo boost minimized. It is a Windows 10 OS issue because some windows builds don't do it, especially the insider builds.

If you go to task manager and disable it from startup, then go to services and change from auto to manual should prevent it from doing this (but Windows has a mind of it's own).
I believe the newest version of Windows can control TB 3.0 without this app installed if you install the latest bios and set it to OS controlled within the bios.
