CPU DOWN CLOCKing (trouble shooting)

today I installed bios 1602 on my R6 APEX (BIOS 2) and my CPU does not want to stay in boost mode. 77586

Here is what i've tried with no luck

  • flashed (1503) on bios 2
  • toggle back to 1503 (bios 1)
  • DISABLEing/enabling/updating "Intel® Turbo Boost Max Technology 3.0" app
  • Ultimate/HIGH performance mode in windows
  • SYNC ALL CORE overclock.. (i use per core OC usually)
  • Default bios settings reboot. (same thing happens on default settings)
  • Cleared CMOS
  • Disable/enable Autonomous c-states
  • Disable/enable Intel speed shift
  • Uninstall windows updates since the problem appeared
  • Installed OLDer BIOS 1401
  • BIOS 1401 to 1503
  • BIOS 1602 again
  • IntelProcessor Diagnostic Tool 64bit

Also in "Intel(R) Extreme Tuning Utility" app the thermal throttle is flashing even though i'm sitting at 30-40c 77587
But HWinfo64 thermal throttle indicators are not triggered.

yes my 7820x is stable all core 5Ghz @ 1.26v... it has passed 5Ghz 1hr prime95 non avx small ffts @ 1.255v

Im running EK-Supremacy w/ Direct Die Frame, 2 360mm rads + external 720mm Radiator (CPU ONLY LOOP)

EDIT: Looks like its 100% bios issue. as the clocks also are auto adjusting in bios

I found a temporary solution. (bios 1503) I found that if you drain the boards power while default settings are enabled this will allow the mobo to boot default setting with a working boost. I am not able to apply an overclock in the bios setting without the problem reappearing. If i apply a slight overclock the problem will appear again. If you clear CMOS or apply default setting the problem will not be fixed until i drain the power.(power switch or unplugged) The only way for me to use this motherboard with an CPU overclock is to use software in the OS AFTER it has been booted without the bug. I'm using XTU and the overclocks are working fine. Image https://i.imgur.com/811t0FA.png DRAM XMP and custom timings are working fine in bios without causing the bug.

Could this be an issue that bios 2 is using a very old Intel ME? I know that it controls overclocking a boost features. I think it was running 11.10.*

EDIT x2:
after X amounts of bios saves/reboots this problem appears. PC will boot in to hardstuck 12x core ratio. I was able to get 1602 working for about 4 bios setting saves with the issue apearing again. same for 1503. fix is simple. Power reset the board.
