What is this? crazy pciex bug Asus Strix + GTX670

Guys I need help, I have never seen this before...

This is a PCIEX 3.0 card, I did a fresh OS install, messed w all bios settings (pciex speed gen1 2 3, auto) nvme modes settings, loaded defaults, messed w windows power management for PCI-ex (savings /off) and so on.

Removed the card from slot and checked/cleaned everything, re-seated, system works fine and there is no signal of damage on the connectors everything looks brand-new.

What is happening is that it randomly boots in either 3.0 or 1.1 pciex mode, and seems to come from the VGA, per GPUZ: the graphics cards reports that it supports "X"

And yes I did run furmark, it doesn't change, if it boots on 1.1 its staying there no matter what you do.

Worst part is that it was working fine in my previous motherboard rock solid on the 3.0 mode< i have never seen this, so I must assume this new motherboard is faulty?
