got a new power supply fully modular, if i plug it in the wall and turn it on without anything else plugged in....should the power supply fan turn on...also i plugged a molex plug in and a fan to that molex plug and it did not work !! is it fried or what !!

Turn it on where? At the back? You need to short the green cable + any black cable on the ATX plug for it to actually 'turn on'. Some PSUs now don't turn on the fan until it's heated up to a certain level. Best ask on OCZ forums or check their reviews to see.
