Issue saving images in different format or when using Windows Snipping tool

Since a couple Windows updates ago I can no longer save a picture from a screenshot using Windows Snipping tool, etc.
Has anyone else seen this or has any idea what may be going on

Menthol I still use it successfully (knock on wood). However, I still do use MWsnap, although it is limited to snapshotting the primary monitor.

I must of had some Windows file or registry permission issues, I ran a program called Tweaking.com Windows repair tool and it appears to have fixed my issue, was getting close to a fresh install, I think I can hold off on that for now
