Intel USB 3.1 slow on PRIME z370-a

The Intel USB 3.1 rear ports on my PRIME z370-a always run at about the half the speed (44MB/s) of the rear USB 3.1 ASMedia port (78MB/s) when connected to an external drive. Benchmarked with ATTO.
Swapping around the external drives and cables has confirmed this as a port issue, but driver and BIOS update has not helped. Any ideas?
