Core Parking

Is it just me, or has anyone else noticed that cores don't park under Win 8 64. I have turned all c states from Auto to Enabled and there is no movement in the CPU resource monitor, but it still doesn't show parked.
Under Win 7 64 I would have at least 4 cores showing as parked.

As I have been watching the resource monitor to see if the cores park or not, I have noticed that when I open up a game in windowed mode (so I can still see the resource monitor), cpu 0 is at 100 percent while the other 7 cores are less than 5 percent. Is this normal ?

Also, I have a Samsung SSD, does anyone else with a Samsung drive use Samsung magician, or is it better not to even install Samsung magician.
