1 long bip 3 short bip when I restart

Hello everyone. I've this problem with my motherboard.
If I turn on my pc it's all ok but sometimes when I restart pc I hear 1 long bip and 3 short.
What error is this?

Video card not detected (reseat video card) or bad video card.
