Z590 Motherboard making noise around CPU...

The motherboard(XIII Hero) is making a constant noise around the CPU. Here are video I took: https://youtu.be/2xWcizxjaFg and https://youtu.be/zd81x1b3nEw

The noise is pretty noticeable and occasionally disappears for a period of time, but most of the time it’s there. I'm not sure if this is coil whine but I don't think it is... This sounds more like fan noise. I have a custom water cooling set up and I know it's not the fan, pump, or waterblock. (tested each individually)

This is also the second board I had(return one to Amazon). But same problem!

Any one can help or at least tell more where is this noise comes from so that I can try to solve it...

Hi DJBigMikeZ,
Please remove water cooling and only use the CPU fan(the original fan with the CPU) and then check again.
Moreover, please install one ram stick and see if the noise getting lower.
