I don't have much more time to deal with this, next step unless you find a solution for me and the others running into this issue is returning my MOBO to the vendor and trying one from MSI.
Bottom line is that the only thing that prevents the WHEA 17 errors is disabling native power management in BIOS. Doing that crushes GPU performance and led to some artifacting when ASPM was also off. Through trial and error I found that ASPM has no impact on the WHEA 17 error I am having and if I leave it that way the errors in the pci bus eventually result in a crash.
With Native Power Management disabled I was able to run my RTX 3090 at GEN 4 PCIE, but it crushes GPU performance for some reason with native power management off. 3DMark scores plummet having that feature off, CPU performance stays the same.
Only thing right now that works to prevent WHEA 17 without crushing GPU performance is running the PCIE slot at GEN 3 manually in the BIOS.
This is incredibly frustrating. Next I am going to try a MSI MOBO to see if I still have the problem. Absolute pain in the ass since I'm water cooled and have to flush each time I do swaps like this.
I have absolutely zero issues on my Z390 board with the same components on a 9900K.
