This type of problem can indicate a number of different issues but often something isn't seated correctly. Strip down to the bare minimum including disconnecting storage, case headers, rgb, fans, etc.
As much of a pain as it sounds I would take everything apart and assemble it on a piece of cardboard. This process can eliminate weird issues like a short-to-chassis but it also forces you to reseat everything which is a good step. While you're at it inspect the CPU and socket for debris, bent pins, etc.
