GPU Only Running at x8 instead of x16

Hey folks! Hoping someone will have some advice. I just cannot get my GPU to run at x16, only x8.

Z690-E Gaming Wifi Motherboard, 12900KS CPU.
Originally I had NMVE drives (both Firecuda 530 2TB) in M.2_1 and M.2_2. I figured this was the issue and moved those drives to M.2_2 and M.2_3.
GPU is a 4090, though I've also tested with a 3090 I still have.
BIOS is 2004 because 2204 gave me some stability issues.
No other PCIE/PCI slots in use.
Have tried clearing resetting BIOS config via the in BIOS option and the physical button on the back.
Have tried cleaning and re-seating the GPU/slot.
GPU is for sure in the top slot.

In the BIOS, it only picks up the card at x8, obviously this is what I see in Windows too (via GPU-Z or the Nvidia Control Panel).

I know there is probably (definitely) no/minimal gain to be had at x16... just makes me crazy that it's not "correct."

I probably will not mess with removing the CPU... that is probably too far for me to go on this issue.

Anyone have any other ideas? Something I could be missing?

Might be a GPU alignment issue since M.2_1 is not being used. I could be wrong! Just a guess.

Horizontal alignment: Try slight pressure on back of GPU toward motherboard and boot computer while maintaining slight pressure. That slight lift starts migrating towards the back of the PCIe slot and may cause X0, X2, X4 and X8. Your GPU card slot and motherboard may not be at a 90-degree angle. Worth a try!

Vertical alignment: Try slight pressure on back of GPU toward motherboard and slightly lift GPU up if sagging. That is a heavy GPU.

I had a similar problem with my Helios computer case whenever it was moved. GPUs SLI configuration. Sometimes the top GPU would sometimes show up as X0, X2, X4, or X8. The bottom GPU would sometimes show up as X0, X2, X4, or X8. Looking for the X8 on both cards. The GPU slots and the motherboard were not a near perfect 90-degree angle horizontally or vertically. A few slight bends here and there on the GPU attachment bracket to case and correct GPU sagging solved all problems.

I really hoped that would help, totally worth trying something easy like that... but no dice, sadly.

Yeahhhhhhhhh... I was kind of dreading that it would be a hardware issue. I won't bother sending it back. Too much of a pain for me since things are good otherwise. It's just a personal hangup, x16 won't really make any performance difference. I'll just wait until I do a new build in a year or two.
