Windows 10 Build 1809+ is breaking overclocking/stability FIX AVAILABLE]

The long story short, after months of running my TR1950X with overclocked memory to 2800, the latest Windows 10 build causes everything to break.

The problem is the newest microcode update that MS is shipping (on behalf of AMD) is causing some serious instability issues.

The solution is to delete the mcupdate_AuthenticAMD.dll from Windows\System32 (you'll have to take ownership of it from TrustedInstaller) which allowed me to return to normal behavior.

It's likely the latest rounds of Spectre mitigation techniques are breaking things, and causing stability issues.

Another option is to grab a known 'working' microcode update file from a previous build of windows and use that (one that is known to be OK).

Symptoms of this issue:

- Shutting Down Windows (Rebooting) causes the machine to hang. A hard reset is required, or a complete CMOS wipe.
- Sluggish performance in windows. Elevated GUI latency, and some elevated DPC latency.
