Voltages with R5 2600 and B450-F board

Hey everyone,

Kinda messed up today overclocking. I am stable 3.8ghz right now on a Ryzen 2600 with ROG B450-F board and 16g 2666 memory. 3.9Ghz was crashing in Prime95, and I went to adjust voltage, did it. And then I realized I didn't know what I was doing as on next boot, as CPU LED was red. (I think it was because I dropped the SOC voltage as it was 1.55v and I read that it was safe to be 1.2v and lower, is that not true? Is that normal for my chip?) Took me a lot of CMOS clears, but we are back. I really want to push the chip to close to 4Ghz or higher but I need help with offsetting voltages to push the clock higher. How do go about changing volatages? And if anyone has any tips for overclocking, please let me know.
Edit: What are "safe" volatages?
