cquire a TUF-RTX4070-12G-GAMING. When running games like RedDead 2 Online Mode, World of Warships, The Hunter Classic..., the video card does not increase the FPS, the temperature rises above 50ºC and the fan does not turn on, despite the fan turning on the pc startup. GPU Tweak III normally recognizes the graphics card as well as all other related Asus software. I ran OC Scanner in GPU Tweak and the following ERROR is displayed:
Microsoft Visual C++ Runtime library
Assertion failed!
Program: C:\Program Files (x86)\ASUS\GPUTweakIII\scanner.dll
File: Scanner\ScannerApi.cpp
Line:101
Expression: voltage == 0
For information on how your program can cause an assertion failure, see the Visual C++ documentation on asserts.
All software up to date and Windows 10 x64.
Power Supply: Gigabyte 850 Gold
Motherboard: ROG X570 F GAMING
Processor: R7 3800X
RAM: Geil 3200MHZ, 32GB
M.2: 500GB / 2TB

Hello lucenacsl
If frames per second aren't increasing, check in the Nvidia Control Panel under Manage 3d Settings that vertical sync is turned off.
You may have 0db enabled in GPU Tweak III, try turning 0db off, this should get the fans spinning. You might have to restart your pc for the changes to take effect.

While the error is for vulcan, a repair may still fix it.

Thank you for the picture. That is a nice pc, you have some serious cooling going on there for the cpu.
Some of those gpu riser cables can cause issues, you'd definitely want a pcie 4.0 riser cable.
Is all good when connecting your TUF-RTX4070-12G-GAMING directly to the motherboard?

With the RX580, I used an acrylic block to also cool. Everything runs perfectly with the RTX4070 in motherboard.
Thanks for pointing out the PCI-e 4.0 cable.
Thank you very much.

Nate152,
Thank you for your help. I carried out the procedures you recommended. In the meantime, I was touched to verify something that I had not commented on, I use a 90º PCI-E 3.0 GPU adapter, with the video card that I previously used ROG-STRIX-RX580-GAMING, it works perfectly. I removed the PCI-E 3.0 adapter and connected the TUF-RTX4070 directly to the motherboard slot...show... it worked perfect, I managed to run the OC SCANNER of the GPU TWEAK and adjust the fans. Bottom line, the PCI-E 3.0 GPU adapter is not compatible with this 4.0 GPU. Some power pinout must be different as the error displayed was "Expression: voltage == 0". I cleaned and reinstalled the RTX4070 again with the 3.0 adapter, the failure occurred again. I hope this situation helps others with similar issues and brings attention to GPU adapters. Hugs.
