Trying to understand the AI OC in my new XI Formula

I have enabled AI in the BIOS and it seems to have worked very well until..........

I have a Cooler score of 199 (custom loop) and the BIOS shows a 51/51 and the system does run at 5.1 very nicely on Prime95, OCCT and every program I have run to this point. Max CPU temp I have ever seen is 71C normal working is in the 50's.

Problem is it appears to be power throttling. Running any stress test I see the core clocks drop from 5.1 to as low as 3.7 in HWMonitor. Here are some other MIN/MAX reading that correlate: VCCIO 1.32/1.328; System Agent 1.248/1.265; VCore 0.906/1.225; PCH 1.064/1.064; VCC_OC 1.216/1.2165; IA 1.326/1.326; vid (volt)#0 .0964/1.310; vid (clock)#0 3.698/5.100 .

I show no error or BS's and everything appears to be perfectly normal, albeit performance is drastically reduced.

Is this normal when using the AI OC in the BIOS?

I do plan to do a manual OC at some point but wanted to see how the AI worked and if I could use it as a base.

I check that.
1.WIndows use AVX.
2.feels also the power settings also is balance
3. Cstates are active.

2. Is that a question? Where do I check that?
3. C-States are set to Auto under Advanced\CPU Configuration - Power management Control

As a side note I told the BIOS to quit monitoring my Cooler and it changed my score to 225? Also boosted the CPU Core Ratio to 52/52 at 1.312v and 1.329v respectively with a MAX stable at 5.378 and 5.280. Sounds crazy.
