What you are essentially asking is a change of the EATX/ATX/mATX/etc form factor standards. Intel tried to introduce BTX at some point but it failed to catch on. It had better thermal design (

You should not expect many changes in this department because the form factor standards are the basis of all design. Coming up with a new one needs global adoption and lots of redesigning and scrapping designs.
Also forget about any coming back to the horizontal cases unless it's for small factors. All the first PC cases were horizontal indeed. The reason they died was that they take an insane amount of space on a desk and they're even more awkward on the floor.
No one stops you from designing your own case mod though...
