Ryzen 3800x wont boost even after new bios update.

I have a ryzen 7 3800x with an asus tuff gaiming x570 motherboard. My chip only runs at 4.2ghz. It will not boost to what its supposed to. I have ryzen performance power settings and the bios is 1407 the most recent that was supposed to fix boost issues. Anyone have an idea on how i could get my chip to boost

How are you checking it? I would suggest using HWiNFO64 and running Cinebench R20 single core. Max boost can happen really quickly so you need something that will capture max.
