Rog Strix/Scar Laptops thermals and underclocking

I have had a Rox Strix G16 with a i9 13980hx and rtx 470 for a little over a year now. While I'm impressed by the 240hz screen and the performance of the laptop, it always ran super hot. Even with a powerful cooling pad the CPU would almost always hit 95c and throttle in modern games. From what I read around the internet this is expected for this chip in these laptops. Lowering the max voltage of the CPU with Armoury Crate doesn't seem to do much for some reason.

I found a solution that has some drawbacks by underclocking to 4.2 ghz max (5.2-5.6 originally). The only way I have found to do this is with intel xtu, but it requires you to turn off memory integrity in windows.

So I'm forced to allow my laptop to run dangerously hot, or turn off an important windows security feature when playing games.

Questions:

Why design/configure a laptop that runs so hot?

Why not support underclocking outside of completely capping the cpu to 2.7 ghz?
