I recently completed my new build with:
Motherboard: Asus Rog Strix B760-F gaming wifi
CPU: Intel i5 13600K
RAM: Kingston Fury beast RGB 32gb kit (2x16) 6000mhz DDR5 CL36
GPU: Nvidia Geforce RTX 3060 12gb
PSU: Corsair RMx series RM850x (2021) 850W Full Modular 80 Plus Gold
CPU cooler: CoolerMaster Hyper 212 RGB Black Edition
OS: Windows 10 pro
I haven't had experience with overclocking/underclocking/undervolting my self and i've been trying to undervolt my CPU with XTU to no avail since the only available setting for me to adjust ist the Efficient Core Ratio and the rest are Grayed out so i cannot change the Core Voltage Offset which is the one i need.
Next to the Core voltage offset setting in xtu theres a note that reads:
''Undervolt protection is enabled and will prevent voltage for being set below the boot-time voltage. Default values can become invalid with Undervolt Protection enabled"
With that said, in my BIOS, my Undervolt Protection setting is set to Disabled anyway but im still not able to access the grayed out settings. Also tried to disable the ''intel virtualization technology'' which i read somewhere that i had to in order to enable XTU but again didnt work. I haven't found many info or tutorials on the bios of the specific motherboard i have and since i dont have a lot of experience with tweaking bios settings, im not sure what to mess around with and what not.
Any help is appreciated and also let me know if i need to add more specs about any hardware/software.

I've found a temporary solution until I find something proper so I'm gonna share it here cause it might help you or anyone else with the same issue.
The main reason I want to undervolt is the high temperatures, especially while gaming a lot of the p-cores would reach 100c in heavy graphics games. Also then cores would be running on max 5080Mhz (I think that's the number) even on idle when you don't even really need that much power to go through your CPU..
So what I've done is. Go to windows, search, power savings, power plan and change it from Balanced to Power savings.
This setting overrides bios settings. It lowers the max MHz to something a little under 3000Mhz while on load and it goes even lower while idle and I've got even -20c while gaming even for hours on hours (baldurs gate 3) the temperature didn't rise more than 86c and actually didn't notice a huge performance loss and I didn't have to tweak ingames settings (ultra).
