It honestly depends on the video card. My 280x will let me use both dvi + hdmi because they are on separate channels.
Usually its DVI + hdmi on the same channel then you have DP on a separate channel. It really depends on the card you have though because every manufacturer is different. While they can all be R9 280x's it doesn't mean that they will all have and do the same thing. check the manufacturer's spec sheet, and or consult the forums specific for that brand card. You might find that you have to update drivers or something for it to work properly or that you need to use specific display ports, or that for eyefinity you can only use display port for over 2 monitors.
Again, I cant say that any of these ARE the reason, I just know certain cards are different than others.
